{0} - The state that is held by the EPM for the Media Server.
{1} - The name of the Media Server.
{2} - The state that is reported by Media Server.
{3} - The new EPM state.
When the EPM starts up, the current Media Server state is different from the state that the EPM retrieved. For example, the Media Server is currently in the Stopped state, but the EPM remembers that the Media Server is in the Running state.
No action is required. The EPM sets the Media Server state to its current state.
