If you have specified RADIUS then TACACS+ as the order in which authentication servers are to be contacted, users logging in via telnet or ssh will have to re-enter a password if the RADIUS server fails to authenticate.
If the order specified is TACACS+ then RADIUS and the TACACS+ server fails to authenticate, the user will not be prompted for a new password. The password entered the first time will be passed on to the RADIUS server.
Users logging in through the web interface will not be prompted for a password a second time regardless of the authentication server order.
