The CNA system will not pick a best-path for a prefix that has not been sufficiently measured.
For a prefix to be considered sufficiently measured, the database must contain a minimum number of measurements across at least two service provider links and across all BGP-selected routes. There will be one BGP selection for each of your edge routers.
By default, the minimum number of measurements is 12; you can change this threshold with the min-required-measurements command. The higher the threshold, the more measurements are required before the CNA system will make a best-path determination. This will increase the number of prefixes labeled I (insufficient data; see the section Prefixes elsewhere in this chapter) and decrease the number of prefixes for which CNA has selected a winning best-path access link.
