9600 Series IP Sets, No Hold

We have a site where we place calls on hold on IP sets and they immediately ring back. The hold timer is set to the default. Also, hold works appropriately on the analog stations. List trace shows nothing out of the ordinary. Trace shows accessing hold music on the station being placed on hold.
