Microcall has always worked for us

You can check out MicroCall. They have been around for a very long time and are constantly adding capabilities to their software.

Have your server team exclude server/s from OU...

Sounds like your server team needs to put AACC servers into another OU that won't jack with your admin accounts...

When you uninstalled/reinstalled, did you select the correct version of CMS Server? I've done this once or twice and it took a few tries before noticing...
