Solution Confirmed And the answer is for future reference .... VoIP...

And the answer is for future reference .... VoIP is only supported on 2 Android phones ... Samsung Galaxy S3 and HTC One-S. I was using a Samsung Galaxy Ace 2. Sorry use to iPhone .... All models...

If you have PAI set to "Use Internal Data", I believe it will use what is set in the user SIP field. If there is nothing set there then ..... Try changing it from "Use Internal Data".

Quick follow up,
I rebuilt the apps server with a clean install of 8.1 followed by an upgrade to 9.0. VoIP mode on both IOS and Android is set to "Place calls using VoIP" and "Receive calls on.....
