trunk busy tone detection avaya communication manager

I have avaya communication manager 6.3 and there is a specific trunk line couldn't detect the busy tone. i.e when there is a incoming call and the user don't answer, the phone is still ringing even...

IP Office auto attendant busy number

I have IP Office 500 R5 with 2 analog extension card, PRI daughter card and VCM32 card.
