Transfer a call on Partner ACS

I have a Partner ACS R8 with Messaging system.
when a call is transferred from extension to extension. It just bounces back after a few rings and doesn’t go in to voicemail. Please have me to fix...

Intercom rings

We have Partner ACS v8. Why the intercom to extension 10 only ring one then go to VM. The incoming from out side still rings until answer. THANKS
