You are correct. Install license just shows the path to install the licenses. View licenses capacity is the correct answer.

If you have maintenance support, which you should, then the licenses is free but the labor to do the upgrade would not be unless there is some sort of maintenance agreement in place with the vendor...

It almost sounds like twinning would work for this if you could get the IPOCC to pass the caller id of the caller to the IPO when connecting with the external destination. Just to see what is passed...
