Pseudo ACD on Avaya CMS

Hi all, anyone familiar with CMS Pseudo ACD.
I m trying to migrate CMS r13 data to CMS r16 as Pseudo ACD.
Is it supported?
Do i need to perform R3 Migration before attempting to load Pseudo ACD?

Multi location dial plan

Cm 6.0 is having 6 digit extension eg 13-6000.
However user could reach each other by dialing 6xxx (4 digit).
How do we implement this setup ?
