Check your SIP signaling groups for a "cluster" field. Make sure it has a valid entry and not a question mark. Set it to "n" if unsure.

Agreed, I've run into this as well. The phones will only download custom files with a particular filename once and ignore them from that point forward.

Definity is before my time, but did it have a SID? I thought SID started with CM 1.x and is part of an RFA-generated license file. I know Definity did have a product ID for alarm identification.
