The wav file is local to the IPOCC. the only thing remote is your voice connection, listening to the Announcement....

the short code should not be 6NNNN, but rather 6XXXX

6N - would be used for 6 and any amount of digits.
6XXX - would be used for explicit digits, 1 digit per "X"
