CMS User Permission Restrictions in Dictionary

I know you have to go to Avaya IQ or ANAV 4.1 to get full role based permissions. But in CMS R17 what is the extent of restricting user permissions and is this only done thru CMS dictionary?

I know Avaya IQ can push stats to an iPad, but how can customers push CMS stats to an iPAD? Is there a CSI offer or a way using RT Sockets to do this?
