The often happens with transfers/forwards to mobile phones due to the length of time the mobile network takes to setup the call routing. The simplest solution is to lengthen the user's No Answer Time (say from the default 15 seconds to 25 seconds).

That will have the drawback also lengthening the delay before forward on no answer gets applied but the IP Office has now way to speed up the mobile network.

As far as I'm aware there is no way to switch off the IP Office behavior of reclaiming unanswered forwarded calls.
