As per the activity logs seems like CMM is sending out the email message. If this is an issue with single user you may have to check the mailbox configuration. If the issue is system wide capture a sniffer on the CMM port to see if its sending out the email. If its sending out you may have to check the network firewall etc. Also make sure you have configured FQDN for the CMM host.
