Hi ,



After a reply from Avaya stating there was no solution from their part as it is a Salesforce requirement for certain applications, we blocked the setup URL and left the permissions for each user. We blocked certain parts of a URL belonging to the same domain by performing SSL decryption at our firewall if that helps anyone as it's https traffic to Salesforce.
