Default Transfer Call to Another Agent Or Call Pickup by agent

We are facing an issue in IPOCC REL 9.1.

Call comes to an agent and if the agent is not attending the call it should go to another agent. Which is not happening.
Can we do this?

Also is it possible for an agent to pickup a call that is ringing on another agents phone.
(This agent is not available on the desk.).
