There are a few different timer settings... it sounds like you may be referring to calls to groups not ringing long enough. If so, then look at the timers in that programming. The Group No Answer timer (on the Group tab) is for how long the phone rings before going to another phone in the list. If you're ringing them all at once (either of the Collective Ring Modes), that timer is ignored and you have to look at the Groups Voicemail tab and the No Answer timer there.
