Default Avaya E129 Sip Phone

Does anyone know on the Avaya E129 Sip Phone what the difference is for the following setting:

Enabled but Not Forced

The reason I am asking is we have an odd issue where if we set this phone to Enabled but Not Forced, calls to a 3rd Party IVR fail because it does not handle encrypted audio.

If I set this to Optional, calls to my IVR start working, but calls to CM Fail due to Cap Mismatch.

The book from Avaya regarding the E129 is ok, but it does NOT explain the Optional field, and it states that if this phone is associated with CM it should be set for Enabled but Not Forced.

Now I am throwing this out there, we are not going to dig too deep right now on this issue because we are running a unsupported CM load for this phone and we understand this, but it would be nice to know what the difference is between the two fields when we do upgrade CM and pick this testing project back up.
