Default Play a recorded message as announcement on all phones via speaker...

I have a recorded audio message in .wav format, i want to create a short code which will play this message on all phones, the phone should not ring but it should be announced via the speaker of the phone.
Is it possible to do so?
Is it possible to automatically announce the recorded message on specific time via the phone speakers .

Can you give me some more information: What system do you have, version, etc?
