Default Calls are not getting recorded between different network regions

Have anyone encountered when calls from a specific network region x is not getting recorded? All network regions have the same config except for IP subnets. In addition, these are outbound calls going to an H.323 trunk. All inbound calls going to the H.323 trunk, then to network region x are getting recorded.

Please advise.

PS. We are using passive recording

What's the recording solution? Is there IP connectivity between it and the subnet of the network region having trouble?
