Default LLDP best practices

we have Cisco switches with LLDP enabled.
Avaya CM SIP 7.1
from all my tests we always see the phone grab IP from data vlan when cleared or when new out of the box.
Is this normal or am i missing something here about the benefits of lldp.

Ideally the phone should never use IP from the data vlan, I am reading that the phone wont tx lldp until it receives packet and the switch also is waiting to receive lldp before transmitting.

Default Info I found when looking for same on CS1000

I found this info when looking for CS1000 phones but the info may be of help, as you say it should not need to go to the data VLAN
