Default Transparent SCN overflow onto PSTN

Hi to all,

In a multisite SCN scenario, I would use PSTN trunk to fallback and oveflow calls, but I think only fallback is possible.
I've created an ARS rule with PSTN trunk as alternate route.
I would alternate routes works in trasparent mode: if a user in site1 dial an extension of SCN user in site2, PSNT alternate route should dial the direct number of user in site2.
When SCN is active, every short code or ARS rules is not considered, because they have more priority than all.
So, if SCN is off (cable disconected), this rule works correctly, but with SCN active, all extension are dialed directy, without consider ARS rules, so isn't not possible to have an alternate route onto PSTN.
If SCN channels are all busy, non alternate route is possible, I think.
I'll hope I'm wrong, and somebody will tell me how to solve this problem...
Thank you!

You can create short codes to use the PSTN if the SCN goes down but if it is active and you run out of trunks you will get a busy signal. I don't think you can work around the need for more VCE trunk licenses. If you do figure out a way let us know so we can prevent it from happening. We are in the business of selling licensed features not coming up with ways to circumbent them
