How about Codec set ? , do you have proper configuration between CM & SM for this user ?
to isolate device ,may be try login to one-x Communicator or Avaya communicator from your PC and see if video works |

Kumar brings up a good point about the codec set. Make sure "Direct IP Multimedia" is enabled there. Also, "IP video" needs to be enabled on the signaling group for the trunk between SM and CM you're using for these calls.

Did you guys find a fix for this? I’m having the same issue. When I call from one Vantage phone to another, I get “Escalation to Video Failed”. Audio calls work, but the video does not.
Vantage basic 2.0.0.0.0411 IP codec set: allow direct-IP multimedia? Y Signaling group: IP Video? Y Phone: IP softphone? Y Phone: IP Video softphone? Y Session Manager: 7.1 CM: 7.1 |

Hello I had this same issue, one thing to check is when you enable IP Softphone and Video from System Manager. Double check the CM. Make sure its enabled there too. We had It enabled on the SMGR side but it was not checked on the CM programming side. Checked both boxes and it worked.

For something like this, we should start with an SM trace to see the SIP signaling exchanged between endpoints and CM. Give particular attention to the SDP portion of the INVITE messages where the media capabilities are presented.
