Default Manager 11.1.0

I have manager 11.1.0 on my computer there is 2 users that use it on this computer. For some reason when I go to the storage of .cfg files you can only see the ones that user accessed. Also when I go to the other user its the same but opposite. I would like to be able to access all configs from all users on this computer/backup to another site. But I am unable to see them with out Manager. Any guidance would be great.

Where are the cfg files being stored? If its not in the same folder as the manager application then it hasn't been installed with administrator rights. If so, deinstall and then install with admin rights.
