Default How to reload 46xxsettings.txt

I have changed 46xxsetting.txt file for enable VPN mode, but i don't know how can i reload it for IP phone (9650). Could you please guide for me.

The log file show:

2011-05-04T14:55:30---HTTPS Server GET request from - for doc :- /46xxsettings.txt
2011-05-04T14:55:32---HTTPS Server: File requested :- "C:\Program Files\Avaya\MV_IPTel\data\HTTPSdata\46xxsettings.t xt"
2011-05-04T14:55:32---Bytes transferred:- 214701
2011-05-04T14:56:41---HTTPS Auth Missing

Please help me

These logs are showing that from HTTPS folder file is being tranfer.
have you put the 46xxsettings same in HTTP folder.
