Do IP Office R11 users have the ability to do any sort of call blocking?

Not really.

They can use Do Not Disturb (DND) with some DND Exception controls (short codes, buttons or phone menus) to add numbers that they want to allow past that DND - but it really isn't what you want.

The blocking/redirecting of numbers is in the control of the system admins.
