Default Access and Partition Management - Users

Is there a limit to the amount of CCMA users that can be built in Access and Partition Management - Users?
A customer has a requirement for all 600 of their agents to be able to run Real Time Displays and with current AACC 7.1 design rules all CCMA users must have their own logins.

Default ACCS Partition Full Access Across All Servers

In Access and Partition Management a user whose partition is setup as Full Data across all servers checked. If I add another user with the same full Data across the servers checked. The system produces a warning that all access will be removed if adding full data to another user profile. What will be the reaction to the existing user in relation to this?
