Default H323 phones regularly display extn =
Most working H323 extensions regularly display enter extension. When entered they display extension in use # to register. The extension will in fact not be in use. This is a new install on R9.1.2. Telephony- Supervisor login period is blank (default), force login enabled.
All users have hotdesk enabled.
Base extensions matches User extensions.
How can this be resolved?

This is predominant when you do a merge on manger, reboot the IP Office or unplug and plug back an extension.

You can active force login, this do that que the phones when reboot show extn=. I recommend you disable force login but configurate code on supervisor settings.
