Default avaya license-error feature usage exceeds limits

im trying to upgrade from CM6 to CM8.1
license was okay from the start/end of deployment
but when i load the .xln from cm6 to cm8.1, i got this message "avaya license-error feature usage exceeds limits", when i checked the features and CM customer options are all the same. can you please advice what should i check next?

The license is an XML file. Open it in a browser to view your feature counts. Something in your translation backup exceeds a feature count in the license (typically stations).
