Default Avaya Switch Device Link status information

On Avaya/Nortel switching devices, interface status has both OPER and LINK status.

Status Auto Flow
Port Trunk Admin Oper Link LinkTrap Negotiation Speed Duplex Control
---- ----- ------- ---- ---- -------- ----------- -------- ------ -------
30 Enable Up Up Enabled Disabled 100Mbps Full Disable

My assumption was that LINK was layer 1 detection and OPER was layer 2 detection.
However, I have up/up for both status and no mac address from the connected device.

I have searched every nortel/avaya document i can find and have not found an explanation for the difference between these two port status.

Can anyone shed some light on the differences between these two status indicators?
Thanks,
Mark
