Question avaya connet to siemens EWSD

I have a problem about avaya connet to siemens EWSD used isdn-pri ,but I don't know the incoming number, following is the trunk group and vector configure :

TRUNK PARAMETERS
Codeset to Send Display: 6 Codeset to Send National IEs: 6
Charge Advice: none
Supplementary Service Protocol: a Digit Handling (in/out): overlap/overlap
Digit Treatment: insertion Digits: 1030
Digital Loss Group: 13
Incoming Calling Number - Delete: Insert: Format: unk-unk

Vector PARAMETERS
Number: 30 Name: com
Multimedia? n Attendant Vectoring? n Meet-me Conf? n Lock? n
Basic? n EAS? n G3V4 Enhanced? n ANI/II-Digits? n ASAI Routing? n
Prompting? y LAI? n G3V4 Adv Route? n CINFO? n BSR? n Holidays? y
Variables? n 3.0 Enhanced? n
01
02
03 collect 4 digits after announcement 4000
04 route-to digits with coverage y
05

the number 1030 is VDN for router to the Vector, the problem is :I can not hear announcement 4000. And I'm sure the announcement is OK .
If change 1030 to a normal extension , it's OK.

Because of I don't know the incoming number, I can not configure it in avaya system.

So I want to insert VDN 1030 direct that it can route to vector 30.
Number: 30 Name: com
Multimedia? n Attendant Vectoring? n Meet-me Conf? n Lock? n
Basic? n EAS? n G3V4 Enhanced? n ANI/II-Digits? n ASAI Routing? n
Prompting? y LAI? n G3V4 Adv Route? n CINFO? n BSR? n Holidays? y
Variables? n 3.0 Enhanced? n
01
02
03 collect 4 digits after announcement 4000
04 route-to digits with coverage y
05

Now the problem is :I can not hear announcement 4000. And I'm sure the announcement is OK .
If change VDN 1030 to a normal extension , it's OK.

I think maybe the system can not collect digital.
