Default Automatic Set Relocation

I have a user that wants to implement Automatic Set Relocation, and over the years in my experiences that feature has been highly discouraged because of the potential issues it could cause. Can anybody elaborate more on this as to why it shouldnt be implemented? Thank you

How could automatic set relocation, within a single physical address, have 911 implications?
