Question On 9508 disable toVM soft-key when receiving a call

On the IPO, when receiving a call on the 9508, the soft-keys change to: Answer, To VM, Ignore or Drop. Customer wants to disable the To VM, Ignore and Drop soft-keys so the user has to answer the call or hear it ring. They don’t want the temptation of not answering the call to be easy. They still want VM (Pro) available when user is away from desk, or doesn’t answer; they just want to take those soft-key buttons off phone. Does anyone know of a way to disable or edit the soft-key buttons available on a digital phone when a call comes in?
