Default 9641 phones, extrange behaviour when standby

Hi colleagues!

I have a trouble with 9641 phones in just one of our locations....

When they are in standby mode and you push any key for wake them up, they directly appear in menu context.

In the other hand if you push some numbers to call when standby, it always loose the first pressed digit because it used it to wake up.

I think it is a power issue, but after measuring it, I get 7 watts from the 30 watts of possible maximum.
There is another phone connected in other port of the same switch and it works normally.

Is it mandatory to have 14 watts?
Why with 7 watts is working in other port of the same switch?
