csconsole does not work if cpsi is missing

If user deletes the tty that is automatically built on install or upgrade. csconsole command no longer works. cslogin will since it uses rlogin. But I need csconsole. If the cpsi port is missing and the CS is sysloaded it will not recover. Power cycle is needed.

If I build a tty on cpsi the csconsole still does not work.
