Question Lost many IP Phones during failover

One of our customer has a resilient IP Office system with ~400 IP Phones.

In case of any Primary-Secondary switch-over (eg. upgrade Primary server, or any Primary outage) 60-80 Phones are not registered to the secondary server but stuck in Discovering mode and only after a complete restart (power off/on) resolve the issue.

Dis anybody faced this kind off issue?
Is there any way how to identify the issue? I guess we need to do some network capture during a failover situation to see what the phones does, but any suggestion is welcomed.
