Default Ramtel Analog emergency phones

Got our IP Office 500 (9.1) in January.
We have a couple dozen Ramtel brand emergency phones across campus. These were all connected to our old Ericsson system & had no issues.

Now, when you call out on the emergency phone, it does not disconnect on it's own. Only physically removing the plug will disconnect the call. Also, to program the phones, you call the extension, it picks up, gives a tone, then you enter 000 and the login security code.
The phones no longer respond with the tone when you call to the extension.

I've worked with Ramtel & they sent me a test unit of their newest model, which is a lower power unit than the old ones on campus. I had a call with them and my Avaya vendor and the voltage was one of the stand out items.

The new model phone, after programming it on one of my copper lines works fine.

Thoughts? Any other schools here with emergency phones?
