Default IPOCC UI saying Enter Valid Telephone Extension

Have IPOSE and IPOCC. User is a Remote Worker that VPN's in to the Company. They have 9608 telephone that is registered and working to the IPO. When they start their IPOCC UI after VPNing in to the system, Enter their logon Name, Password and Extension Number the system comes back and tells them to "Make sure you have entered a valid telephone extension". If they remove the Extension they can log in to the IPOCC but of course they have not talk path without a telephone. Other Remote Workers following the same format can log in OK. Have rebuilt the Extension in both IPO and IPOCC with same result. Have tried building a new Extension and same result. If I go to the IPOCC server itseld and start the UI I can log on with the Name, Password and Extension with out issues. Telephone Call Server and HTTP Server IP is a Public NATed IP address. Has anyone run in to this issue before?

Issue was that Customer adding Agents in the Agent Tab, but then not adding the telephone number in the Telephone Tab.
