Default Upgrade 5.0 to 6.1 issues with call recording

Short Code: *96*xxxx#
Telephone Number: N
Feature: CallRecord

All the users are set up so that manual and automatic recordings go to the VRL. Recording from One-X, or using a button or short code to record my own extension works, and the call appears in the VRL. Dialing *96*4128# for example, you just hear dial tone after. I looked in the system monitor log we capture, and it looks like it tries but then the call ends, and the recording is not triggered.

I know this worked in release 5 but have not tried it since then, and now it does not appear to work on 6.1. We are trying to do this because we want people blocked from accessing their own recordings (through Contact Store) in case they record a call with a VIP that they should not have access to .
