Question Question about IPO Contact Center License

Hi I am thinking to setup IPOCC, however, I got confused what I need is only 4 Voice Agent Licenses, but they wont allow me to insert 4 or 3 but it has to be 5.
It is the minimum that mandatory?

Can someone explain it to me?

As far I am aware the minimum number of Agent licenses required for IPOCC is 5.
