Question SMGR Ranking not workin in 6.3.8

Our system has several instances of multiple endpoints that require the use of the "Ranking" feature. Over the past 3 years we have had this feature working since release 6.2 and it has continued to work up through our upgrades to release 6.3.6. After we upgraded to rel 6.3.8 it has stopped working. The option messages are still sent out and the active endpoint will respond and the inactive does not. This how it should be. The problem is that the SM continues to send the invites to the inactive endpoint even though it has not received any responses to the option messages. The invites never go to the active end point so the call fails. No programing changes were made to any of the routing when the upgrade to 6.3.8 was done. We have tested the alternate (active) end point by entering a dial pattern and just sending to that end point and the call completes as it should.
Any ideas as to what is going on with this would be appreciated?
