plds smgr 7 or 7.1 download

I am currently running smgr 6.3 sp19 and have been trying to download 7.1 I keep getting blocked by plds. I upgraded smgr 6 license to 7 but it still will not let me download it. I've opened a case with plds but was wondering if anything had the same problem?

maybe you can help me then. I have both support advantage and upgrade advantage so I should have no problem going from aura suite core r6 to r7. PLDS techs keep on saying i need license upgrade entitlements. which is really confusing because I have aura messaging mainstream licenses and I had no problem upgrading from r6 to r7. I have upgrade advantage on both aura messaging and aura suite core licensing.

So after a month of fighting with my business partner I was able to get the entitlement free of charge because I have upgrade advantage. They made the comment of I am the only end customer who has ever performed upgrades without the business partner involved. I found that part interesting.
