Default Delay before entering IVR call flow

Hi,

We are experiencing delay issue for every call that is going into IVR call flow.

Detail Info:
- VP 5.1 service pack 3
- 1 VPMS, 2 MPP
- Physical servers.
- 1/6/2015, tentatively 8:30am to 12:30pm.
- VP call flow delay 15 seconds before playing welcome greeting announcement.

We are quite sure the delay happened after the call land on VP
Call land on VP > Delay 15 seconds > Welcome Greeting Announcement

After restarting tomcat service, the issue is solved, however we would like to know what could be the root cause and steps to prevent the issue from happening again.

Please let me know if you need any other log files.
