Default One-X communicator and dialing rules troubles

I make settings in Dialing rules:


And if press recall in call history on number wich area code starts from digit equal long distance code, one-x communicator don't add number to dial to access an outside line
+78121122333
+7 - country code
812 - area code
1122333 - phone number




dialing +78121122333 but must dial - 9 8 812 1122333
what can I do to make the call rules work properly?

If 9 is the ARS code and 812 is the area code, what is the purpose of the 8 after the 9?
