Default Unable to Add Agent Group- CMS Sup 16.3

I have read the .pdf help file and the CMS help, and I've hit an annoying roadblock in adding an Agent Group.

I get up to step 6: "To add the agent group to the Dictionary, select Actions > Add."

But "Add" does not exist. Screenshot below:

Hi,

The login you have used to login in supervisor do not have write permissions on dictionary items.

Please ask your admin to give write access for dictionary to add agent group.
