Default Upload of new MM users

I need to upload a bunch of user changes to MM. The upload appears to work with no error message but the COS did not change so I'm thinking the update did not take place. Is there a known issue with doing a CSV type file upload. I need to change email addresses and the COS for many of the current users.

What are you using to upload the changes? What version MM? MSS or Exchange backend? I've used ASA to do this with an MSS backend and haven't had problems as long as I choose to Import Data and then choose the "Change Coimmand" radio button.
