Question VPN Phones connecting without VPN Gateway

.....I'm trying to determine if there is a method of using the VPN firmware, or another, load to connect over the internet to the PBX without actually using a VPN gateway. Our intent is to use any native ability of CM to allow this connection to come in directly to a dedicated CLAN (with a firewall switched public IP).

The basic needs are for:

1.) The phone to connect to a public IP via H.323
2.) Securely authenticate
3.) Do so over a 256-bit encrytption from phone to CM

We have CM 6.0 Standard License, using 9620L and/or 4625SW sets.

This configuration has not been tested and will not be supported by Avaya. The Avaya VPN phones do not have the ability to connect directly to Communication Manager. They require a VPN concentrator.
