EPM not working in AAEP.

EPM webpage error as follows:

 Exception Details:
 Cant instantiate class: com.avaya.vp.beans.web.users.UserBean.
 Cannot open connection
 Connections could not be acquired from the underlying database!
 A ResourcePool could not acquire a resource from its primary factory or source.
