Since upgrade to 10.2.1.3, SBCE generates:
Standard Session License Usage is over xx%

Cause

Optimization of the Dynamic Licensing threshold logic to align with system performance baselines.

Solution

Update the Dynamic Licensing Configuration for Standard Sessions to the optimized parameters:
Low Watermark:  20%.
High Watermark: 40%
